T1 AVR
AVR is a measure of persons per vehicle calculated by dividing the number of employees arriving or departing the worksite by the number of vehicles used to commute to and from the worksite. AVR is calculated using information about employee commute patterns collected over a five day survey period. The minimum AVR attainment goal is 1.5 persons per vehicle for the morning commute period (6:00 a.m. to 10:00 a.m.) and the evening commute period (3:00 p.m. to 7:00 p.m.)
